Cautela es lo que recomienda el Secretario de Hacienda Raúl Navarro Gallegos.

La ventaja además de Raúl Navarro es que no es un político que va tras un cargo de elección popular; busca resultados los cuales no necesariamente se logran conquistando simpatías; muchas veces es todo lo contrario.
