- INE investiga y resuelve sobre afiliación indebida
El Consejo General del Instituto Nacional Electoral (INE) sancionó por primera vez un caso de turismo electoral, es decir, el cambio de domicilio en la credencial de elector con la intención de participar en una elección que no es la que corresponde, lo que representa una ventaja indebida en favor de algún partido político o candidato.
El INE, a través del Registro Federal de Electores (RFE) documentó y comprobó que el Partido Revolucionario Institucional (PRI) incurrió en la omisión de no prevenir o evitar que diversos ciudadanos fueran trasladados, inducidos o instigados para que realizaran (en 2013) su trámite de cambio de domicilio ante el RFE de Yucatán a Quintana Roo, con el propósito de obtener la Credencial para Votar con Fotografía, proporcionando un domicilio donde no residían.
El pleno determinó sancionar a Juana Margarita y Miguel Arcángel, quienes fueron señalados por promover o inducir a los ciudadanos a realizar el trámite de cambio de domicilio ante el RFE de Yucatán a Quinta Roo, con 3 mil 238 y 32 mil 380 pesos, respectivamente.
Asimismo, las consejeras y consejeros electorales determinaron sancionar al PRI con una multa equivalente a 323 mil 700 pesos y se impuso una amonestación pública a los 467 ciudadanos que cambiaron de domicilio, así como dar vista a la Fiscalía Especializada para la Atención de Delitos Electorales (FEPADE).
La Consejera Adriana Favela, Presidenta de la Comisión de Quejas y Denuncias, destacó que lo importante de este procedimiento “es que estamos yendo en contra de las personas que actuaron como instigadores, porque precisamente las personas que desafortunadamente accedieron a hacer este tipo de cambio de domicilio de su Credencial para Votar con Fotografía de Yucatán a Quintana Roo, fueron instigadas por quienes abusaron de su necesidad, de su pobreza, para convencerlos que hicieran ese tipo de actos de manera irregular”.
El Consejero Electoral Marco Baños señaló que si bien es cierto que es la primera ocasión en que los ciudadanos están siendo sancionados por la vía de una amonestación en los casos que conocemos como el turismo electoral, “la Institución ha turnado cinco mil 598 casos hasta el momento a la Fiscalía Especializada para la Atención de los Delitos Electorales”.
“No quiere decir que en casos anteriores la Institución no ha hecho nada. Ya hay un conjunto amplio de denuncias. Me parece que el tema es grave, porque se trata del traslado de personas, sobre todo a las elecciones municipales, donde las diferencias de las votaciones se resuelven por muy pocos votos”.
El Consejero Benito Nacif señaló que el INE, a través del Registro Federal de Electores, investiga de forma regular que los cambios de domicilio no se den de manera atípica con el objetivo de evitar que estos movimientos incidan en las elecciones.
El Consejero Presidente del INE, Lorenzo Córdova, enfatizó que “la base de datos del Padrón Electoral es la más grande del país y la más segura, que se actualiza permanentemente con el acompañamiento de la Comisión Nacional de Vigilancia”.
Muestra de ello es la resolución de este caso, en el que la Dirección Ejecutiva del Registro Federal de Electores (DERFE), pudo detectar un movimiento irregular de un distrito a otro con un objetivo electoral, dijo.
Posteriormente, el Consejo General resolvió como fundada una queja interpuesta por el Partido del Trabajo derivado de la presunta indebida afiliación de ciudadanos a los partidos Políticos Acción Nacional, de la Revolución Democrática, Movimiento Ciudadano y Encuentro Social, a quienes sancionó conforme a la siguiente tabla:
