La presidenta municipal de Hermosillo culminó de manera exitosa el proceso de integración de su gabinete de gobierno con integrantes emanados de la ciudadanía que no milita en partidos y que no tiene definido un perfil político y además puso en manos de ellos las áreas más sensibles en cuanto al manejo de los recursos públicos: Tesorería, Oficialía Mayor, Contraloría y Obras Públicas Municipales.
Se trata de los ciudadanos Martín Alberto Aspe Fimbres (Tesorero), Patricia Argüelles (Contralora), José Eufemio Carrillo Atondo (Cidue) y el Daniel Sánchez González (Oficial Mayor), quienes fueron además ratificados por el Cabildo en su segunda sesión del trienio por unanimidad, lo que además muestra una alta dosis de pericia política y capacidad negociadora de parte de Célida López Cárdenas, que poco a poco sorprende a propios y extraños con sus dotes para hacer política de la buena.
También salieron adelante (por unanimidad) los nombramientos del secretario de Ayuntamiento, Nicolas Gómez Ayala y del comisario de seguridad pública y por tanto jefe de la Policía Municipal, Enrique Cabanillas Herrera, aunque este ultimo es un cargo que recibió el nombramiento de manera provisional.
Hace unos días un encumbrado empresario me planteó su duda sobre el proceso ciudadanizado, señalando que le parecía muy complejo que la entonces presidenta electa pudiera ser capaz de nombrar un gabinete de su entera confianza, dando pasos a ciegas respecto a esos nombramientos clave. Sin embargo el proceso culminó y lo hizo de una manera muy exitosa, situación que la misma Célida le atribuye a la ciudadanización del proceso y al análisis detenido de los perfiles, pues considera que al final del día se nombró para los cargos a los mejores profesionales de cada área, con experiencia y con una capacidad probada, pero sobre todo a personas honestas que quieren contribuir al desarrollo de Hermosillo.
Y mire, creo que la presidenta ha dado en el clavo, en la capital del estado —hay que decirlo— la mula no era arisca, la hicieron, y esto fue a fuerza de decepciones, el gobierno de Manuel Ignacio Acosta y Angelina Muñoz Fernández fue la gota que derramó el vaso, por los excesos y malos manejos cometidos en una administración que pretendió (¿o simuló?) acabar con la fiesta del gobierno de Alejandro López Caballero, pero que terminó convirtiendo todo esto en una autentica orgía de dinero, poder y abusos contra el ciudadano.
El resultado no se hizo esperar, la ciudad está en crisis moral, en crisis de seguridad, su infraestructura está rebasada y un problema rampante de drogadicción de los jóvenes esta rompiendo los límites de todo lo posible, además la marginación y la pobreza de muchos está rebasando la capacidad de respuesta de las autoridades, por lo que se hace necesario poner un alto.
De esa manera creo que Célida López tiene un reto gigantesco, pues se trata de reconstruir la confianza ciudadana a partir de su actuación diaria.
Ya el domingo ofreció un discurso que es una pieza de oratoria digna de ser enmarcada, y lo más interesante es que la alcaldesa se la echó a pulso, sin un discurso escrito, sino a partir de sus sentimientos y sus ideas. Este lunes la presidenta municipal marcó la pauta de lo que será su gobierno, uno en el que el ciudadano está colocado en el centro de las decisiones y donde su compromiso exponer el ejemplo de como se debe llevar el gobierno de una ciudad, no solo en Sonora, sino a nivel nacional.
Lo que me gustó es que Célida lo está haciendo desde el primer día y quizás usted le pueda poner peros, o algún asterisco a su forma de actuar, por su origen político o porque no es una persona de izquierda, o por lo que usted guste y mande, sin embargo a mi me parece que la manera de actuar de la alcaldesa es genuina y que además está siendo muy sincera y abierta en sus decisiones.
Ella sabe además que con la presidencia municipal se juega el todo por el todo, pues la capital del estado ha demostrado ser un reflector enorme, sin embargo también por sus dimensiones y el tamaño de sus problemas, Hermosillo es una loza muy pesada de cargar, que ha sepultado muchas carreras políticas por brillantes que estas sean, aunque también ha catapultado las de otros alcaldes, así que Célida o sale en hombros por sus resultados o le pone un punto final a su incipiente carrera como política, asunto que por cierto no está en su pensamiento, pues se trata además de un joven valor de la política con apenas 38 años de edad.
No me cabe duda de que no se puede juzgar a un gobierno por sus primeros dos días en el cargo, sin embargo hay algo en el tono que la presidenta municipal imprime en sus decisiones que contagia de entusiasmo y enseña que Hermosillo está viviendo un cambio.
Yo si le concedo el beneficio de la duda y espero sus resultados, y claro como hermosillense lo que espero es que a mi ciudad le vaya muy bien en estos 3 años para que sean la base de un nuevo auge.

AMLO el milagroso
Interesante la misión que emprenderá Andrés Manuel López Obrador en su visita de 2 días a Sonora, en donde tendrá a su cargo el milagro de juntar el agua y el aceite, pues en Palacio de Gobierno el día 22 por la mañana, durante media hora (o quizá algo más de tiempo) reunirá a la gobernadora Claudia Pavlovich Arellano, su gabinete de gobierno, a los diputados (los 33) integrantes de la 62 Legislatura, a los diputados federales por Sonora (los 11) que conforman la 64 Legislatura, lo mismo que a los senadores electos por Sonora (es decir Lilly Téllez, Alfonso Durazo Montaño y Sylvana Beltrones), así como el coordinador estatal de programas de Desarrollo Jorge Taddei Bringas en un encuentro que tendrá de todo, pero será particularmente inusitado.
Se trata claro de alcanzar la lógica del nuevo acuerdo (el famoso “New Deal”) propuesto para Sonora y donde se necesita del concurso de todos los actores, incluidos los presidente municipales por supuesto a fin de superar por fin las enormes diferencias que dejó la contienda electoral, pero sobre todo de acabar con las distancias ideológicas y políticas que hace que hoy en día los unos y los otros por lo menos se miren con desconfianza.
Estoy seguro que López Obrador puede hacer el milagro de juntarlos y hacerlos que convivan y tomen acuerdos por un rato, de lo que no estoy muy seguro es de que esa paz ligada a la cuarta transformación de México, pueda ser duradera, pues los intereses y en especial las ambiciones políticas de muchos de los ahí presentes, acabarán por dividirlos como si fueran tirios y troyanos.

De nueva cuenta la gobernadora Claudia Pavlovich pateó hacia enfrente el bote de los nombramientos, relevos y ajustes en su gabinete de gobierno, y ya pasaron 2 meses y medio del proceso electoral, con la desavenencia de que hay 3 dependencias clave que siguen acéfalas, como son Sedeson, SEC e Isssteson, además de que hay otras que piden a gritos que se den los relevos.
Sin embargo el largo periodo de reflexión de la mandataria no concluye. Yo solo espero que esta larga espera no termine por hacerle daño a su gobierno y que los famosos relevos no lleguen desgastados.
