De acuerdo con el Sistema de Alertas de la dependencia BC, Chihuahua, Michoacán, Morelos, NL, Oaxaca, Q. Roo, Sonora, Veracruz y Zacatecas tendrán un techo de endeudamiento limitado para 2018, mientras que Coahuila ya no podrá endeudarse más.

La Secretaría de Hacienda y Crédito Público (SHCP) encendió focos amarillos en la deuda de 10 estados del país, por lo que en 2018 su techo de endeudamiento será limitado y tendrán mayores restricciones sobre el uso de sus ingresos excedentes, mientras que Coahuila es el único estado que no podrá contratar financiamientos el próximo año.

Esto de acuerdo con el Sistema de Alertas que publicó la dependencia derivado de la Ley de Disciplina Financiera de las Entidades Federativas y los Municipios y en su propio Reglamento, el cual consiste en clasificar “en un semáforo” el nivel de endeudamiento de los estados: sostenible (verde), en observación (amarillo) y elevado (rojo).

Bajo esta categorización, Coahuila es la única entidad clasificada en color rojo en el indicador ‘Deuda Pública y Obligaciones sobre Ingresos de Libre Disposición (ILD)’, el cual, en principio, es el que define el color del semáforo.

Coahuila reportó ILD por 18 mil 014 millones de pesos de acuerdo con la Cuenta Pública 2016, sin embargo, su deuda fue de 37 mil 047 millones de pesos, es decir, fue 205.7 por ciento superior que los ingresos.

Eso quiere decir que la entidad cuenta con un endeudamiento elevado y no podrá contratar financiamiento adicional en 2018 en ausencia de un convenio de ajuste en sus finanzas públicas.

Una tercera parte de los estados del país tendrán un techo de endeudamiento.

 

COAHUILA NECESITA MEJORAR

Antonio Serrano, investigador de la Facultad de Economía de la Universidad Autónoma de Coahuila, señaló que para mejorar la deuda en el estado norteño es necesario crear nuevos impuestos regionales o municipales para obtener más ingresos.

“El tamaño de la deuda está afectando al estado porque nos quita todo lo que tenemos para infraestructura, para cuestiones de salud, y que si eso no se soluciona, hará que la competitividad de la entidad en el mediano y largo plazo disminuya”, afirmó.

En tanto, Baja California, Chihuahua, Michoacán, Morelos, Nuevo León, Oaxaca, Quintana Roo, Sonora, Veracruz y Zacatecas, son los 10 estados que resultaron con foco amarillo, que significa endeudamiento en observación, por lo que en el ejercicio fiscal de 2018 el límite máximo para contratar deuda adicional será de cinco por ciento sobre dicho ingresos.

El Sistema de Alertas indica que al resultar con endeudamiento elevado Coahuila y con deuda en observación en una decena de estados, el siguiente año enfrentarán mayores restricciones con respecto a los posibles destinos para sus ingresos excedentes.

En clasificación verde se encuentran 20 entidades con endeudamiento sostenible porque sus ingresos son superiores a su deuda, en algunos casos sus ILD triplican el monto de deuda como es el caso Campeche, Guanajuato, Querétaro, Tabasco, Yucatán. Esta veintena de estados podrá incurrir en un endeudamiento adicional máximo equivalente al 15 por ciento de sus ILD.

Los indicadores consideran el nivel de deuda pública y lo que anualmente se paga por intereses y capital, además de las obligaciones por los esquemas de asociación público privadas y su pago.

Hacienda indicó que el sistema de alertas determina el techo de financiamiento neto que podría acceder cada entidad en el siguiente ejercicio fiscal, que está sujeto a aprobación del Congreso local.

La dependencia aseguró que en octubre estarían listos los indicadores de los municipios.
