Como parte de la política de austeridad instrumentada por la Gobernadora Claudia Pavlovich al inicio de su administración, la Secretaría de Hacienda aplicará nuevas medidas para eficientar el recurso público y obtener mayor ahorro en el gasto de las dependencias.
El Secretario de Hacienda, Raúl Navarro Gallegos, informó que estas nuevas medidas contemplan la instalación de un sistema de compras centralizadas, con la que buscan obtener beneficios por economías de escala y estandarizar precios para productos similares, así como ahorro, eficiencia y mayor impacto de las compras del Gobierno.
Esta unidad que no requiere de mayor personal, ni gasto, contará con una plataforma de información de compras claras, que difunda, compare y demuestre que el Gobierno estatal compra de manera adecuada y transparente.
Anunció que se eliminarán contratos por honorarios y eventuales, no se adquirirán nuevos automóviles, excepto que sean de primera necesidad en áreas operativas, y se reguardarán durante el fin de semana los vehículos oficiales que no estén en servicio.
El Secretario de Hacienda apuntó que se consolidarán las áreas administrativas y jurídicas, con ahorros en plazas con duplicidad de funciones y se digitalizarán procesos para reducir costos y hacer más eficiente la operación de Gobierno.
De igual forma, informó que como parte de estas nuevas medidas, se reducirá en un 30 por ciento el gasto corriente en todas las áreas, y un 30 por ciento en pasajes y viáticos, para dar paso a un sistema de videoconferencias con salas en Hermosillo.
Navarro Gallegos informó que se reducirán al mínimo los eventos públicos que generan gastos de renta de salones y mobiliario, y se eliminará el personal de escoltas a funcionarios públicos, a excepción de la Gobernadora y el personal estratégico de seguridad y procuración de justicia.
Así también, se reducirá el personal que acompaña a Secretarios a los viajes que se les comisiona; y se reducirá el parque vehicular de las dependencias de Gobierno del Estado y organismos; se culminará con la fusión de organismos y los que puedan ser absorbidos por las dependencias cabeza de sector.
Se consolidarán las áreas de atención al público y de trámites y servicios por medio de la creación de un Sistema de Ventanillas Únicas de trámites.
Sin que implique mayor gasto en personal y operatividad, se creará el SAT Estatal, con una autonomía jurídica y alto nivel de especialización para mejorar los ingresos de Hacienda estatal en los cobros de impuestos, derechos y servicios y dar apoyo para las Haciendas municipales.
Navarro Gallegos puntualizó que como ha sido prioridad durante los primeros tres años de mandato de la Gobernadora Claudia Pavlovich Arellano, pidió hacer más con menos, en todas las áreas, de ahí la creación de estas medidas que eficientarán aún más la aplicación de los recursos estatales.
