Por el desarrollo de la actividad pesquera que permita a quienes se dedican a esta noble actividad que tanto ellos como sus familias tengan una mejor calidad de vida, se pronunciaron los integrantes de la Comisión de Pesca y Acuacultura, que este día se instaló y encabeza el diputado Lázaro Espinoza Mendivil.
“Pedí presidir esta comisión porque conozco la problemática de los hombres y mujeres del mar, porque conozco personalmente a todos los funcionarios presentes, porque soy hombre de propuestas pesqueras razonables y factibles, pero sobre todo, pedí esta comisión porque los pescadores de Sonora son amigos, son clase trabajadora”, expresó el Presidente de esta dictaminadora.
Agregó que los proyectos se deben elaborar en conjunto, en el lugar donde están los problemas, no en la comodidad de las oficinas, sino arriba de una panga o de una embarcación; en el espacio de acuacultura y camarinocultura, o en las humildes oficinas de las cooperativas pesqueras y empresas existentes, así como con los dueños de las embarcaciones.
“Es tiempo de voltear con admiración y respeto los ojos al mar. Pescadores y acuacultores tienen hoy un importante espacio en la transformación nacional, merecen ser escuchados y atendidas sus propuestas”, aseveró el diputado Espinoza Mendivil.
Asimismo conminó a sus compañeros a realizar su mejor esfuerzo y atender, con puntualidad y profesionalismo, los temas que les sean turnados y tengan que ver con la naturaleza de la Comisión de Pesca y Acuacultura. Posteriormente hizo entrega de los asuntos que, en calidad de en trámite, les fueron turnados de anteriores legislaturas.
Informó que en tres años sólo se presentó a esta Soberanía una iniciativa en la materia, lo que calificó como falta de interés hacia esta comisión, por lo cual pidió olvidar el pasado y trabajar cada día por el progreso del Estado, ya que se trata de sumar a todas las regiones de Sonora en las que la actividad pesquera sea un factor importante del desarrollo económico.
El Golfo de California es rico en la inmensa diversidad de fauna marina que tienen sus aguas, riqueza que se transforma en apoyo sumamente sustentable para la economía nacional, de manera que confía plenamente, dijo, en la atención que el nuevo gobierno federal dé al sector pesquero y etiquete apoyos responsables en el presupuesto del país.
Reconoció que la pesca y la acuacultura son actividades en las cuales Sonora se ha destacado por sus grandes logros, al ser primer lugar nacional, sin embargo llamó a tomar las medidas necesarias para reencontrarse con esta tarea productiva de la que hay mucho por hacer.
Hicieron uso de la voz los diputados Rodolfo Lizárraga Arellano, María Alicia Gaytán Sánchez, Magdalena Uribe Peña y Filemón Ortega Quintos. Lizárraga expuso que Sonora tiene mil 209 kilómetros de litoral, pero la pesca no está suficientemente desarrollada, ya que existen embarcaciones poco equipadas, la infraestructura portuaria es deficiente, a los pescadores no les respetan sus derechos laborales y los acaparadores se aprovechan de ellos.
“Muy a pesar de que Sonora mantiene el primer lugar en pesca y acuacultura en el país, según autoridades hay problemas que resolver y ese es nuestro papel en esta comisión, para seguir siendo los primeros pero en el respeto a los derechos de los trabajadores del mar, mejorar las normas legales para explotar y aprovechar esa actividad económica, y no causar daños al medio ambiente”, exteriorizó.
La diputada Gaytán Sánchez dijo que su interés de participar en esta comisión se debe a que ha vivido la problemática de los pescadores, que llegan y los sacan del mar cuando están trabajando, pero en cambio hay enormes barcos extranjeros que tranquilamente se llevan el producto de los pescadores.
“De una u otra forma hemos venido trabajando con compañeros que tienen una problemática muy fuerte en la pesca, que enfrentan el problema de la venta de su pescado, que no cuentan con instalaciones adecuadas para guardar su producto y que lo tienen que vender en cuanto lo sacan a como se los pagan, entonces eso para mí, que lo he vivido de cerca con los pescadores, me duele”, afirmó.
Ha sido testigo del rezago en el que viven los pescadores, como el reclamo de que no tienen acceso a sus permisos o que no les llegan en tiempo y forma, además de que sufren por la falta de respeto a sus derechos laborales, de ahí que está comprometida a que vivan mejor, expuso la diputada María Magdalena Uribe Peña.
“El PT asegurará los derechos de los trabajadores, ya sea de ribera o del mar; el PT va de la mano para que a las mujeres de los pescadores les lleguen las oportunidades a las que tienen derecho, porque reclaman proyectos productivos y microcréditos para que se puedan desarrollar y puedan contar con ingresos para sus familiares, y tengan una mejor calidad de vida”, expresó.
El diputado Filemón Ortega Quintos habló de su experiencia al trabajar 18 años en el puerto de Yavaros, Sonora, en una enlatadora de sardinas que se dedica a transformar el insumo para el consumo humano, y donde constató que había más gente dedicada a la quema del pescado.
“Esto desgraciadamente tiene que modificarse, porque hay una palabra que se llama sustentabilidad. De enos aplicar la sustentabilidad para mantener, para reducir o acabar con la depredación que hay en el mar, porque los barcos arrastran todo y dejan poco insumo para los pescadores en general”, aseveró.
Entre los invitados de la reunión de instalación de la comisión estuvo el Secretario de Agricultura, Ganadería, Recursos Hidráulicos, Pesca y Acuacultura, SAGARHPA, Jorge Guzmán Nieves, quien sostuvo que este sector tiene grandes oportunidades, sobre todo poder contribuir en aquellas zonas donde hace falta generar mayor bienestar social.
“Creo que la contribución económica que hace este sector es relevante, pero creo que juntos podemos lograr más oportunidades para este noble sector que produce alimentos. Se hace necesario crear nuevas inversiones con las cuales podamos contar con activos productivos para aumentar nuestra productividad y nuestra competitividad”, expresó.
