También recortan tiempo y recursos y prohiben campañas negras

HERMOSILLO, Son.- En Sonora se aprobó una nueva Ley de Instituciones y Procedimientos electorales que prohibe el uso de pendones, espectaculares pintas y propaganda en unidades del transporte público y que además acorta a 20 días el periodo de campañas para diputados y alcaldes y a 43 el de gobernador.

Entre otros aspectos la nueva Ley también reducirá en un 30 por ciento los topes de campaña, además de que prohibe y reglamenta las llamadas “campañas negras” a fin de que el espíritu de la misma esté en línea con las inquietudes ciudadanas, de que no se gaste en exceso, y que además los aspirantes a puestos públicos se limiten a hacer propuestas y no a estarse atacando mutuamente.

El Congreso del Estado aprobó la nueva Ley por unanimidad, con el voto a favor de las 6 fuerzas políticas representadas y aunque hubo intentos de modificar el dictamen en aspectos como la transferencia de votos en coaliciones políticas, la mayoría terminó por imponerse.

A partir de 2018, Sonora podrá tener campañas más cortas, limpias, equitativas, menos costosas y sin violencia, dijo el coordinador de los diputados del PRI, Epifanio Salido Pavlovich.

En la sesión extraordinaria celebrada este jueves, los diputados de las seis fuerzas políticas representadas en la LXI Legislatura, aprobaron la propuesta enviada al Poder Legislativo por la Gobernadora Claudia Pavlovich.

“Sin duda es una ley de vanguardia que nos ayuda en una nueva forma de hacer política, que nos permitirá tener campañas más cortas, más limpias, más equitativas y sin tanto dispendio”, declaró el coordinador del Grupo Parlamentario del PRI, Epifanio Salido.
“Celebramos que la aprobación haya sido casi por unanimidad”, añadió, “con algunas reservas de los diputados, pero en los temas torales, se aprobó por unanimidad”.

El diputado Salido subrayó que la Gobernadora Claudia Pavlovich escuchó a la gente con esta propuesta para cambiar la forma de hacer política, que representa un gran paso para la democracia y que permitirá que en el 2018 los sonorenses vivamos elecciones justas y limpias.

Explicó que uno de los principales propósitos al proponer campañas sin violencia, es ir en contra de las campañas negras, sobre todo contra las mujeres, para evitar que se desaliente su participación en política.

Esta reforma a la Ley de Procedimientos Electorales deberá representar un menor impacto a las finanzas públicas, pues obligará a los candidatos a presentar mejores propuestas a los ciudadanos y a gastar menos dinero.

Por su parte el coordinador de los diputados del PAN, Luis Serrato Castell señaló que se trata de una legislación favorable a cambiar las reglas del juego electoral en Sonora y que en casi todos los aspectos los legisladores del blanquiazul fueron de acuerdo.

Recalcó que se hicieron propuestas de parte del PAN como la reducción del gasto electoral y la prohibición del uso de camiones y transporte público o de carga para colocar publicidad, mismas que fueron incorporadas plenamente en la Ley.

De igual modo lamentó que no se haya avanzado con tópicos como negar la transferencia de votos de un partido a otro como parte del esquema de alianza electorales, pues considera inadecuado que se juegue con la voluntad ciudadana.

Sin embargo consideró que al final el balance es positivo y que al disponer Sonora de una nueva ley Electoral, se podrá tener un proceso electoral intermedio en 2018 con nuevas reglas, que permitirán campañas limpias y propositiva.
