Las reglas de operación para la aplicación del Estímulo Fiscal para la Cultura y las Artes del Estado de Sonora (Eficas) ya están disponibles en el Boletín Oficial del Gobierno del Estado y, con ello, la apertura para participar en esta convocatoria, con dos cierres, que serán el 8 de mayo y el 12 de junio de 2020.

Mario Welfo Álvarez Beltrán, director general del Instituto Sonorense de Cultura (ISC), destacó que para el Gobierno del Estado el programa Eficas es prioritario, por eso fue considerado como trámite esencial en tiempos de cuarentena.

“Al ser considerado como trámite esencial, las reglas de operación para 2020 del Eficas fueron publicadas el pasado jueves 2 de abril, por lo cual invitamos a toda la comunidad artística y cultural sonorense y al empresariado a consultarlas y apoyar proyectos culturales que, sin duda, son muy importantes en estos tiempos”, expresó.

Explicó que al igual que el año pasado, se dispondrá de dos fechas de cierre para la recepción de propuestas: la primera el viernes 8 de mayo, con resultados a partir del 5 de junio y, la segunda, el viernes 12 de junio de 2020, con resultados a partir del 10 de julio.

En las reglas de operación se describen las facultades del ISC y del Comité dictaminador, los requisitos de participación, documentación (personales, del proyecto, probatorios y anexos), consideraciones específicas, montos de estímulos, el programa de retribución, la evaluación de proyectos, obligaciones y requisitos para los responsables de proyecto y de los contribuyentes aportantes, derechos de autor, aspectos condicionantes de revocación de autorización para la aplicación del Eficas y distribución anual del estímulo fiscal.

El monto máximo a solicitar por proyecto será de un millón de pesos. Es importante recordar que el monto máximo general y disponible de estímulo fiscal en Sonora es de 15 millones de pesos por año, para todas las disciplinas artísticas.

Podrán acceder al estímulo fiscal personas físicas o morales obligadas al pago del Impuesto sobre remuneraciones al trabajo personal, que decidan aportar en efectivo a propuestas artísticas y culturales, a través de transferencias electrónicas para depósito en una cuenta bancaria a nombre de la persona responsable del proyecto de inversión cultural, o bien, de la persona moral acreditada por el ISC, en los términos de los artículos 213, al 221 BIS de la Ley de Hacienda del Estado de Sonora.

La solicitud firmada y fechada, así como el proyecto y documentos requeridos, se entregarán de manera personal, en archivos digitales en formato PDF, grabados en USB, dentro de los periodos de recepción, conforme al diagrama de flujo publicado en la página de internet del ISC. 

La entrega de documentos de manera personal está sujeta a cambio en caso de prolongarse las medidas para detener la propagación del Covid-19.
